Dresden Station Unit 2 Response to Inspection Report No. 50-237/83-03 NRC Docket No. 50-237 Reference (a): W. S. Little letter to Cordell Reed dated April 25, 1983.

Dear Mr. Keppler:

This letter is in response to the inspection conducted by Mr. W.

J. Key on January 11-14, 17, 24; February 7-8, 22; and March 1-2, and

'i3-24, 19d3, af activities at Dresden Station Unit 2. Reference (a) indicated that certain activities appeered to be in noncompliance with NRC requirements. The Commonwealth Eoison Company response to the Notice of Violation is provioed in the enclosure.

I To the best of my knowledge and belief the statements contained herein and in the attachment are true and correct. In some respects these statements are not based upon my personal knowledge but upon information furnished by other Commonwealth Edison employees. Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

RESPONSE TO NOTICE OF VIOLATION 10 CFR 50, Appendix B, Criterion IX, states, in part, that " Measures shall be established to assure that special processes including welding...are controlled...."

ASME Code Section XI, Subsection IW8-4421C, states, " Welding materials shall be controlled during the repair of materials and welds so that they are identifiable as acceptable materials until the material is actually consumed in the process."

Commonwealth Edison Welding Control Procedure No. DMP-100-4, Revision 1, dated October 1981, Section F.1, states, " Electrode stubs shall be deposited in a suitable container during the welding process."

Contrary to the above, during the inspectors visual examination of a recirculation riser pipe weld overlay on March 24, 1983, weld rod stuos, unused rod, and unused rolls of E308L-16 stainless steal wire were found to be uncontrolled in that they were observed scattered around the weld area and not placed in suitable containers.

Corrective Action Taken and Results Achieved Uncontrolled materials were immediately disposed of, and personnel associated with the work were instructed of the requirements of the weld material control procedure (DMP-100-4). Surveillances of concurrent, unrelated work were conducted by station personnel. It was noted that acceptable weld material control was present and that this incident appeared to be an isolated case.

Corrective Action Taken to Avoid Further Non-Compliance All Mechanical Maintenance Management were instructed of the requirements of the maintenance procedure regarding control of welding materials during a formal tailgate session on May 6, 1983.

Date When Full Compliance Will Be Achieved Full compliance was achieved following initial correctivi measures on March 24, 1983. The additional training, conducted on May 6, 1983, should help to maintain full compliance.
