The following information was inadvertently omitted from our response to your inspection report 50-424/83-13 and 50-425/83-13 (Reference letter i to USNRC dated 11/14/83, Log: GN-282). This information specifically pertains to Violations 50-424/83-13-02 and 50-425/83-13-01, " Failure to Implement Procedures and Drawings or Provide Appropriate Acceptance Criteria"

- Severity Level IV.

Finding: The visual inspection by the inspectors of 7/8 inch diameter bolts for connection members 123 and 206 in the elevation 180 floor framing structural steel was not accomplished in accordance with the requirements

of GPC Procedure CD-T-16 in that QC inspectors did not verify that these bolts were double nutted as required by connection details shown on the design drawings.

I -Response: Georgia Power Company acknowledges the deviation. The i reason for the violation has been determined to be one or both of the following: failure of inspection personnel to note that the connection l members were not installed in accordance with design requirements, and/or the connection members could have been disassembled after QC acceptance and i subsequently improperly re-installed.

! To correct the problem,all previously. inspected double nutted con-nections were re-inspected. No additional joints.were found with only one nut. However, during the re-inspection, seven connections were found

to have less-than-full thread engagement on the second nut. Deviation Reports have been written to address the deficiencies noted in the violation and to

address the deficient conditions of less-than-full thread engagement found in the re-inspection.

United States Nuclear Regulatory Commission January 10, 1984 Page 2 To prevent recurrence of this problem structural steel inspectors have received specific training in the inspection requirements of these type connections. Also, craft personnel will receive additional training on the installation requirements of these type connections. Craft personnel training is expected to be completed by January 30, 1984.

Concerning the problem of removal of structural beam members after QC acceptance, Georgia Power Compary procedure CD-T-16, which controls structural steel installation and inspection, was revised on October 12, 1983, to require that QC be notified prior to modifying or removing QC-accepted structural steel members.

Full compliance with requirements relative to this finding will be achieved by January 30, 1984, with the completion of craft personnel training.

Finding: GPC Inspection appears to be inadequate in that it does not contain instructions which require checking that beam size (type) and location are installed in accordance with details shown on the design drawings. This was evidenced during review of inspection forms that disclosed numerous forms where the data had been omitted.

Response: Georgia Power Company acknowledges the deviation. While the inspection report form contained a place for the Quality Control inspectors to check beam size and location, specific instructions for performing this inspection had been inadvertently omitted from the body of the procedure.

On September 1,1983, Field Procedure Change Notice No.13 to Procedure CD-T-16, Revision 4 was approved. The Field Procedure Change Notice provides specific instructions for verifying beam size and location. Full compliance was achieved September 1, 1983.
