RESPONSE TO NRC BULLETIN 92-01, SUPPLEMENT 1, " FAILURE OF THERMO-LAG 330 flRE BARRIER SYSTEM" (TAC N05. 83952 AND 83953)

By letter dated September 29, 1992, as supplemented by additional information dated November 16, 1992, Commonwealth Edison Company (CECO) provided a response to NRC Bulletin 92-01, Supplement 1, for the Zion Nuclear Power Station. Your response stated that compensatory measures have been implemented consistent with the plant Technical Specifications. You also provided a description of the long-term corrective action to ensure or restore operability.

Your present corrective actions include one-hour roving fire watches and, in one case, a continuous fire watch patrol, for all impacted fire zones outside containment. Within containment, although Thermo-Lag is utilized as a radiant energy shield to separate the redundant pressurizer level instrument cables, this application is outside the scope of NRC Bulletin 92-01 and Supplement 1.

However, you are continuing to monitor the containment air temperature on an hourly basis, in the long-term, you stated that CECO supports NUMARC's efforts to address the Thermo-Lag issue.

We have reviewed your response and find it acceptable. We understand that all corrective actions, with the exception of those that might result from NUMARC's studies, have been completed. Further NRC review, if any, will be -

performed by inspection or audit.
