Proposed Fire Protection Technical Specifications (TAC No. 65361)

Enclosed is an application for an Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1. This application requests that the Davis-Besse Nuclear Power Station, Unit No.

1 Operating License, Appendix A, Technical Specifications be revised to reflect the changes attached. The proposed changes involve revisions and additions to the Technical Specifications related to Fire Protection.

Toledo Edison intends to implement the guidance of NRC Generic Letter 86-10 which requests that the Fire Protection Program and major commit-ments made in Operating Licenses and Technical Specifications be deleted and referred to in the Updated Safety Analysis Report (USAR). These proposed revisions to the Technical Specifications are developed in order to reflect the current plant design, testing and compensatory measures considered to be adequate and practical.

A previous application for amendment to the Fire Protection Technical Specifications was submitted by Toledo Edison letter dated May 20, 1987 (Serial No. 1385) which included a check for $150 for a license amendment application as required by 10CFR170.12(c). That previous application is superseded by the enclosed application and no additional application fee is required. l 1

The previous submittal addressed four Technical Specification sections:

Fire Detection, Fire Suppression, Fire Barriers, and Fire Brigade Training.

The enclosed application addresses two sections: Fire Detection and Fire Suppression. A future submittal will be made to address the Fire Detection and Fire Suppression sections of the Technical Specifications. This j approach was discussed with Mr. A. W.
