Status of the SPIP portion of the B&W Owners Group Emergency Operation Procedures Review Project

Dear Mr. Crutchfield:

This letter is to inform you of recent goals _ achieved during the l

B&W Owners Group (B&WOG)

Emergency Operating ' Procedures (EOP)

-j Review Project.

This review was undertaken as part of a Safety j

and Performance Improvement Program -(SPIP) ~ recommendation in 1988.

Section X-G of BAW-1919 defines the procedures review effort 3

associated with the B&WOG reassessment:

The connection and interactions between the ATOG based EOPs l

and the procedures for abnormal plant configuration should be clear and concise with proper priorities maintained.

The B&WOG will review this procedural hierarchy for each plant to determine if the proper links and' priorities have been l

maintained and make recommendations - on where improvements should be made.

After this project began many other-tasks were added-to assist in closure of open ATOG SER items.

These items were listed and described in the last EOP status letter OG-595, dated October 31, 1989.

Final EOP Review Reports have been issued to four B&WOG utilities.

These plant sites are Oconee 1, 2 & 3 (DPC), Crystal River-3-(FPC),

Three Mile Island-1 (GPUN) and Davis-Besse-1 (TE).

The review of the Arkansas Nuclear One-1 (AP&L) is being performed in parallel with a major in-house EOP upgrade program and therefore it.should be completed later in 1990.

Each utility has committed to disposition the findings from this project.

I q The EOP Review has been more intensive ~and: covered many more areas than originally anticipated-but the results have been beneficial-and have provided important-improvaments..Although the B&WOG'will

. continue to provide status-reports until the completion of.the AP&L review, all other portions of the SPIP commitment. related to EOP reviews have been completed.

The B&WOG appreciates the. cooperative interactions with the NRC staff on this program.
