License Amendment Application with Regards to Deleting the March 5, 1980 Order from the Operating License (TAC Number 69720).

Gentlement The purpose of this license amendment application is to request deletion _of the March 5, 1980 Order from the Davis-Besse Nuclear Power Station, Unit Number 1, Facility Operating License NPF-3. The March 5, 1980 Order (Log Number 530) required implementation of specific training requirements which have since been superseded by the Institute of Nuclear Power Operations (INPO) accredited training program.

As discussed in two inspection reports (Log Number 1-347 and Log Number 1-515, dated April 21, 1980, and June 5, 1981, respectively), the Nuclear Regulatory.

Commission (NRC) Staff verified Toledo Edison's compliance with-the Order.

Subsequently, the Davis-Besse Nuclear Power Station, Unit Number 1, Operator l Training Programs were accredited by INP0 and use a systems approach to l training. As discussed in NUREG-1262, " Answers to Questions at Public l Hectings Regarding Implementation of Title 10, Code of Federal Regulations, l- Part 55 on Operators Licenses" (issued by Generic Letter 87-16, dated November 12, 1987, Log Number 2461), facilities can use the accredited' training programs to meet the final rule to 10CFR55 (52 FR 9453-9469, dated l March 25, 1987), as INPO guidelines in this area are equivalent to the staff guidelines outlined in Regulatory Guides. Generic Letter 87-07, "Information Transmittal of Final Rulemaking for Revisions to Operator Licensing - 10CFR55 and Conforming Amendments," states that facilities can substitute an accredited program for the initial and requalification training programs previously approved by NRC Staff.

Toledo Edison has previously discussed the deletion of this Order in a letter (Serial Number 1555) to the NRC dated October 21, 1988. The NRC subsequently directed Toledo Edison to submit the formal license amendment application presented under this cover letter.

Serial Number 1669 Page 2 Therefore, because the Davis-Besse Nuclear Power Station, Unit Number 1, Operator Training Program meets the requirements of 10CFR55, is INPO accredited, and uses a systems approach to training, Toledo Edison requests deletion of the March 5, 1980 Order. Toledo Edison requests that the NRC issue this smendment by August 31,-1990, for implementation within 45 days.
