In Toledo Edison's letter Serial Number 1841, dated August 16, 1990, Toledo )

Edison requested Nuclear Regulatory Commission (NRC) Staff concurrence with an interpretation of Davis-Besse Nuclear Power Station, Unit Number-1, Technical Specification 3/4.7.10, Fire Barriers. In subsequent discussions with NRC l Staff personnel, Toledo Edison was requested to provide the list of barriers "

that had been declared inoperable, pending resolution of the interpretation, and to verify that these barriers included those for which.a one-sided  ;

penetration seal inspection had been performed., Toledo Edison has verified '

the list and provides it to the NRC Staff in Attachment 1. Toledo Edison:

further states that it has established, through a sample reviev-of

  • construction records, that there is reasonable assurance that the penetration seals in these barriers were properly installed.

Toledo Edison provided this information verbally to the NRC Staff on August

! 23, 1990, and received on that same date, verbal concurrence with-the interpretation contained in Tcledo Edison letter Serial Number 1841. Based .

upon that verbal concurrence, Toledo Edison has implemented the' interpretation and removed the unnecessary compensatory' measures.
