20555 Gentlemen:
Under separate cover, we are transmitting an application for an Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1.
This application (assigned TAC No. 65361) requests that the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License, Appendix A, Technical Specifications be revised to reflect the changes attached. The proposed changes involve revisions and additions to the Technical Specifications related to Fire Protection.
Toledo Edison intends to implement the guidance of NRC Generic Letter 86-10 which requests that the Fire Protection Program and major commit-ments made in Operating Licenses and Technical Specifications be deleted and referred to in the Updated Safety Analysis Report (USAR). However, these proposed revisions to the Technical Specifications are developed in order to reflect the current plant design, testing and compensatory measures considered to be adequate and practical.
Implementation of these changes will then allow a transfer to the USAR without further change.
Toledo Edison requests that this amendment be approved and issued by December 31, 1987. This change is to be effective 30 days after issuance of the License Amendment.
Enclosed is a check for $150 as required by 10CFR170.12(c) for a license amendment application.
