y As discussed in a telephone conversation with the Nuclear Regulatory Commission ,

Staff on July 24, 1990, Toledo Edison intends to revise the' testing requirements for the fire protection portable detection system at the Davis-Besse Nuclear Pover' Station Unit No. l.- In a Toledo Edison letter dated July 28, 1989 (Serial-

. Number 1689),-Toledo Edison described the-implementation of the portable detection" system in ordertto reduce certain continuous fire vatches to hourly fire _vatches.. The portable detection system at that time was utilized because "

p .of inoperable' fire doors with no detection system on either side. Presently, the portable detection system is also being utilized as an enhancement in areas

?! vhere the existing detection system does not provide an exact location for fire .

L brigade response..

n.,: 'The July 28, 1989 letter also described the functional testing that.vas being

used to maintain the portable detection system in an operable status. Based

'i u'pon the first year's testing data, Toledo Edison has conclude ~d that the auto-dialer'and telephone'line subsystems of'the portable detection system are very reliable and no longer warrant daily testing. The daily frequency was sinitially established in order to gather reliability data. In consideration of the demonstrated high degree of reliability-(>99% operability) and the desire to ,

minimize unne:essary testing, Toledo Edison intends to revise the functional &

L ,. testing of the auto-dialer and telephone line subsystems from daily to veckly testing. ..All other testing, as well as the continued.use of the portable

detection -system'in conjunedon with hourly fire vatches, remains as described in the July- 28, 1989 letter.
