Thank you for your submittal of Revision 8 of your Quality Assurance Topical Report CPC-2A, which we received on December 23, 1988. The changes made in Revision 8 have been reviewed, and certain changes were discussed with Messrs. D. R. Hughes and K. E. Marbaugh of your staff on February 22, 1989, in the Region III office. Subsequent discussions were also held on April 19, 1989. The changes discussed involved the transfer of QA assigned functions to other plant organizations and the continuing QA organizations program control. The specific areas were as follows:

1. Procurement related functions as follows:
a. Review of procurement documents for quality assurance aspects.
b. Vendor source evaluation.
c. Receipt inspection.
d. Review of supplier quality related documents.
2. Training, qualification and certification of personnel who now

. perform quality related functions, formerly assigned to the QA organization, has been assigned to the various plant organization ,

who will now perform or may perform these functions.  !

3. Inspection functions as follows:
a. Review of work authorizing documents including assigning (1) designated hold points, (2) inspection personnel, (3) inspection activities, (4) M&TE to be used, and (5) documentation required,
b. Waiving and/or altering hold points.
4. Nonconformance control functions as follows:
a. Review of nonconformance dispositions.
b. Performing followup actions to determine acceptability.

Company- 2- APR 2 81989 Although these changes constitute a reduction of your previous commitments, j we find that Items l'and 3 can be acceptable reductions under the conditions j that items 2 and 4 remain assigned to the QA organization and that auditing j and surveillance coverage of the transferred activities should occur no less j frequently than semiannually. I l

Subject to your inclusion of the above conditions, your revised Topical Report is acceptable and continues to meet 10 CFR Part 50, Appendix B requirements.

If there are any_ changes to Quality Assurance commitments existing in docketed correspondence outside of your Topical Report, you are obligated to notify this office.

'We appricate your timely submittal of information required by 10 CFR 50.54(a).
