NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS, RESPONSE TO NRC BULLETIN 88-10 NRC Bulletin 88-10 required licensees to take several actions with regard to molded-case circuit breakers in safety-related service, or in stock for safety-related service. The purpose of the actions was to provide assurance that molded-case circuit breakers purchased for use in safety-related applications can satisfactorily perform their safety functions.

NRC Bulletin 88-10 further requires each licensee to provide a written report by April 1, 1989 to confirm that actions requested are complete, or will be completed, and to provide such information as may have been developed in completing the actions. This letter provides Consumers Power Company's initial response to NRC Bulletin 88-10.

RESPONSE TO NRC BULLETIN 88-10 NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS NRC Bulletin 88-10 required licensees to perform certain actions and report by April 1, 1989, the results of those actions. In accordance with the

" Reporting Requirements" section of the Bulletin, and with the additional 1 guidance of the Staff's letter of February 17, 1989, the following information f is provided:

1.a. Consumers Power Company confirms that, as a result of actions taken, only molded-case circuit breakers (MCB) meeting the criteria of item 7 of the actions requested are being maintained as spares in stock for future use in safety-related applications. l 1.b Stored spares ,

Of 146 MCB's in stock at Big Rock Point, 110 were found not to be '

traceable to the MCB manufacturer as outlined in NRC Bulletin 88-10. An additional MCB in stock from McGowan Electic Supply had already been identified as nonconforming. Thus, traceability of 111 MCB's is in question. These MCB's have been removed from stock and will be retained for one year as directed by the Staff's February 17, 1989 endorsement of NUMARC's clarifications.

The known procurement chain data for these 111 MCB's is provided as Appendix A of this response.

Since less than 80% of in-stock MCB's were found to be traceable to the MCB manufacturer, a review of all MCB's installed in safety-related applications as replacements and/or modification from 1983 to date was also completed. This review identified a total of five MCB that could not be traced to the MCB manufacturer. In accordans, with item 2 of the actions requested, analyses justifying continued tperation (JCO) with the MCBs in service were prepared. As required by item 5 of the actions requested, these suspect MCBs will be removed from service during the 1989 refueling outage, and will be replaced with MCBs meeting the criteria of item 7 of the actions requested. With respect to the Heinemann MCB's, (seventy of which were identified and are listed on Appendix A) it is unknown at this time whether any of these type have been installed in the plant. Investigation will continue through the 1989 Refueling Outage. Should further investigation identify untraceable Heinemann MCB's that are installed, the JCO's will be updated. Should testing of any suspect MCB's be necessary due to l inability to locate adequate replacements, the results of this testing will be reported within 30 days following the completion of the 1989 )

refueling outage. Also, in accordance with the Staff endorsed clarification provided by NUMARC, any tests will be based on manufacturer's recommendations, and NRC will be contacted should such testing differ from that delineated in NRC Bulletin 88-10, Attachment 1.
