Gentlemen:

Subject: Resident Inspection 50-213/87-08

This transmits the findings of the routine NRC inspection of the Haddam Neck Plant

on March 19 through May 5, 1987. These findings have been discussed with Mr.

D. Miller of your staff.

This inspection identified a potential for exceeding the maximum allowable reactor

vessel cooldown rate during the last operating cycle. This situation existed be-

cause plant procedures were not revised to include new license commitments. Other

recent examples of inadequate implementation of license commitments include fire

protection requirements, a 3-loop operation prohibition and low temperature over-

pressure protection system isolation valve commitments. We are concerned that your

actions to date may not have identified other license commitments that have not

ueen properly implemented. Consequently, you are requested to reply to this matter

including your intended actions to identify other commitments which may not have

been properly implemented and measures to assure implementation of all future

license commitments.  !
