RESPONSE TO VERBAL REQUEST FOR ADDITIONAL INFORMATION ON TECHNICAL SPECIFICATION CHANGE REQUEST - RDS SURVEILLANCE TESTING AND RDS RELIEF REQUESTS NRC Staff review of Consumers Power Company submittal dated July 5, 1988 requested additional information to resolve reviewer comments on the wording and placement of certain sections. These comments were discussed with appropriate plant staff. This letter provides Consumers Power Company acceptance of the NRC Staff's suggestions for revision, as discussed below.

In addition to the changes identified for the originally submitted Technical Specification pages, a review of the July 5 submittal has disclosed several other changes necessary to properly document the agreements reached, including page changes for the Bases section and others.

'The Technical Specification Change Request submitted by the July 5 letter concerned elimination of quarterly partial stroke testing of the RDS depressurizing valves, to be' replaced by full stroke exercising at each refueling outage. NRC Staff recommended that proposed item (d.) of the ACTION statements (11.3.1.5) be slightly reworded and moved to become item (d.) of the SURVEILLANCE REQUIRENENTS (11.4.1.5). It was also recommended that proposed item (e.) of the ACTION statements (11.3.1.5), concerning partial otroke testing following main valve reat leakage repairs, be

-deleted. Plant staff review of these suggestions has concluded that the changes proposed are acceptable and should be made.

Attached are the appropriate revised pages which replace the same pages of Consumers Power Company submittal dated July 5, 1988. Places where changes have been made are indicated by a slash (/) in the margin.
