RELIEF FROM INSERVICE INSPECTION REQUIREMENTS AT THE HADDAM NECK PLANT i

By letter dated April 9, 1984, Connecticut Yankee Atomic Power Company (CYAPCO) submitted an updated inservice inspection program and information related to requests for relief from certain Code requirements determined to be impractical to perform on the Haddam Neck Plant. The updated i program is based on the requirements of the 1980 Edition, through Winter j 1980 Addenda, of Section XI of the ASME Code, and will remain in effect

until January 1,1988, unless the program is modified or changed prior to the interval end date.

The staff has completed its review of the updated program and is granting relief from the examination requirements, which we have determined would be impractical to perform. Granting of this relief will not compromise the safety of the facility. These relief requests are identified in Tables +

1 through 5 of the staff Safety Evaluation. We have also denied the relief

, request from the Code inspection of longitudinal and circumferential welds

because CYAPC0 has not provided sufficient infonnation to evaluate the

! extent of relief required for piping examinations. Further, it is not

the practice of the staff to grant blanket relief from the Code requirements.

j Should CYAPC0 desire relief from the Code required piping examinations, CYAPC0 i

' should provide a new submittal describing the specific pipe sections affected and the specific relief required.

i j The staff concludes that granting relief where the Code requirements are

! impractical is authorized by law. The relief granted from the examination and testing requirements will not endanger life or property, or the couanon defense and security, and is otherwise in the public interest considering the i

Accordingly, pursuant to 10 CFR 50.55a(g)(6)(i) of the Commission's regulations, Connecticut Yankee Atomic Power Company is granted relief as described in Tables 1 through 5 of the Safety Evaluation.

A copy of our Safety Evaluation and its supporting technical evaluation 1 report is enclosed. '
