           Dear Ms. Tracy:
           This refers to your letters dated November 3 and 12,1987, in response to my
           letter dated October 9, 1987. We have noted your continuing concerns about the
           NRC staf f's followup review of alleged construction deficiencies at the Sea-
           brook Station Unit No. I that you brought to our attention in previous corres-
           pondence and discussions.      We believe that it is appropriate for Regional
           management to discuss with you the bases for disposition or additional review
           of your specific concerns as they relate to the issues addressed in Inspection
           Reports 50-443/86-52 and 50-443/87-07. Based on recent telephone conversations
          you have had with Mr. Thomas Elsasser, formerly of my staff, and with
           Mr. Donald Haverkamp, currently the Projects Section Chief for Seabrook, we
           understand that you have agreed to meet with Mr. Jacque Durr and certain
           Region I inspectors and staff members at our King of Prussia, Pennsylvania
           office on December 29, 1987. We have scheduled the meeting to occur between
           9:00 a.m. and 12:00 Noon that day. We understand that you will be accompanied
           by Mr. Doug Richardson, of your staf f, and your attorney, Mr. Michael Greenstein.
          As Mr. Haverkamp discussed with you on December 16, 1987, the meeting
           discussions will be transcribed by a court reporter and you will be provided a
           copy of the meeting transcription. Af ter our meeting, we plan to summarize the
          discussions in a followup letter to you.                We will enclose your letters
           identified above and the meeting transcription with that letter and provide the
           entire documentation to those on the Service List distribution for the Seabrook
           Station. Per our agreement, we have informed interested officials of the
           States of New Hampshire and Massachusetts about this meeting, and we 'are
           sending those persons a copy of this letter. Also, at your request, we have
           not invited New Hampshire Yankee representatives to this meeting nor have they
           been informed. We have enclosed a map of the King of Prussia area showing the
           location of the Region I office and copies of the invitational travel orders
           for the meeting for both yourself and Mr. Richardson so that you may use them
           as appropriate for your transportation and lodging needs.             If you require
           further travel assistance, or if you need to change arrangements already made
           through Cherry Hill Travel, please contact that agency or Ms. Virginia Tolson,
           the Region I Travel Section Chief, at (215) 337-5217.
