Dear Ms. Tracy:

This refers to your letters-dated March 23 and April 2,1987 to Mr. Jacque Durr

of this office, to my letter to you dated April 2,1987, and to your telephone
conversation with Mr. Durr on April 7,1987, regarding our followup inspection
of your concerns as related to the NRC Special Inspection No. 50-443/86-52 at
Seabrook. As our past correspondence and telephone discussions have identified
some apparently different, or conflicting, understandings of your concerns, I

wish to summarize the actions currently being taken regarding this matter.

1.
Your letters dated March 23 and April 2,1987 (in its entirety), as enclosures
l
to this letter, are being placed in the Public Document Room and are being
l
provided to the normal distribution list for Seabrook.
2.
The NRC Region I follow-up inspection, in regards to the "ELP Draf t Response,"
as discussed in my letter to you dated April 2, 1987, is being conducted, in
part, during April 6-10, 1987 and during April 20-24, 1987.
3.
You reg'uested in your letter dated March 23, 1987 a list of the other issues
the NRC team plans to investigate before the team returns in early April.
Also, you suggested that Mr. Durr might prefer to meet with you before the
inspection. During your telephone conversation with Mr. Durr on April 7,
1987, he informed you generally of the issues that the team planned to
investigate, including those being reviewed during the inspection then in
progress. With regards to the meeting before the inspection, Mr. Durr and
I welcome that suggestion. As agreed, Mr. Durr and other team members
plan to meet with you on April 20, 1987. We will have a court reporter
present to transcribe the various comments, questions, and responses. We
will arrange separately a mutually agreeable meeting location and time.
4.
The issues and concerns you identified in your clarification (update)
letter dated April 2, 1987 will be discussed during our meeting with you
on April 20, 1987. Also, we note that you have asserted that some of the
concerns are new allegations. We will incorporate any additional followup
review of the clarified or new allegations during our inspection on April

20-24, 1987.

Mr. Durr again indicated that after the conclusion of the follow-up fnspec-
tion at Seabrook Station, we intend to again meet with you to address the
results of our review. As previously stated, we will coordinate this meet-
ing with you shortly after completion of our follow-up inspection.
If you believe ~our understanding of any of the above information is incorrect,
please contact us as soon as possible.
