Dear Ms. Tracy:
This refers to the meeting between you and Mr. D. Richardson, of the Employee's
Legal Project, and Mr. J.
P.
Outr and other members of the NRC staff on
.
December 29, 1987. The purpose of the meeting was to address your comments in
Enclosure 1 and answer any additional questions resulting from your review of
the NRC Inspection Reports 50-443/86-52 and 87-07 which deal with a series of
allegations presented by your group regarding construction practices at the
Seabrook Nuclear Power Station.

During the meeting, we stated that the NRC considers the issues discussed in
the foregoing inspection reports to be closed, _except that the unresolved items
will be pursued until they are resolved to the satisfaction of the agency.
Two questions that were unanswered during the meeting by the NRC staff will be
'
researched and an appropriate response provided to you.
These questions are
as follows:
(1)
Is the reactor coolant pump acceptab1'y level af ter heatup of the system
.
since an engineering change resulted in the base of one support being
'
repositioned.
-
(2) The CBA drawings made by Mr. Richardson were marked non-seismic, non-
nuclear; however, the NRC inspection report stated the system was seismic
category
I,
ANSI Safety Class 3.
The question is, was the original
information provided to Mr. Richardson inaccurate? Mr. Richardson will
provide the NRC with copies of the alleged dre. wings.
!
A new allegation was presented by Mr. Richardson during the discussions dealing
with the emergency feedwater system.
He alleges that there is a weldolet
affixed to an 8"-10" diameter piping elbow in the emergency feed pump room that
has the wrong taper and a counterfeit identification numt er s::ribed on it.
The
NRC will process this allegation through its normal procedures.
The allegations provided to the NRC during the April 20, 1987, meeting that
,
were not addressed in the above inspection reports will be dealt with in
i
accordance with NRC policy. That policy and the applicable NRC Manual Chapter
on the "Management of Allegations" prescribe that allegations may be closed
af ter initial inquiry, if the allegation is too vague or general in nature to
i
permit further followup.

informt., tion nor the answers to the NRC questions, we assume that the sources

are unavailable or unable to give sufficient specific details to allow rea-

sonable inspections to be performed to substantiate the allegations. Because
of the lack of specificity, we will not pursue those issues further.

Summaries of the NRC Region I review of ELP allegations, including the basis
for the disposition of closed allegations and the status of open items will be

included in future routine NRC resident inspector reports.
