Gentlemen:

Subject: Inspection Report No. 050-213/37-28

Enclosed is the subject report of the NRC team inspection conducted by

Mr. R. J. Paolino and other NRC inspectors and contract personnel on November

16 - 20, 1987 at the Connecticut Yankee Atomic Power Company Corporate Office

in Berlin, Connecticut and a one day verification inspection at the Haddam Neck

facility, located in Haddam Neck, Connecticut of activities authorized by NRC

License No, DPR-61.

The team's findings were discussed with you and members of your staff at the

conclusion of the inspection. The inspection reviewed your implementation of

a program for establishing and maintaining the qualification of electric

equipmen,t within the scope of 10 CFR 50.49. Within these areas the inspection

consisted of examination of selected procedures and records, interviews with

personnel, observations and a physical walkdown verification of specific

electrical equipment selected from the EQ Master List.

Based on the results of this inspection, we have determined that you have

implemented a program to meet the requirements of 10 CFR 50.49; however, it

appears that some of your activities were not conducted in full compliance with i

NRC requirements as set forth in the Notice of Violation, enclosed herewith as ,

Appendix A. The violations have been categorized by severity level in accordance

'

with the General Statement of Policy and Procedure for NRC Enforcement Actions, i

10 CFR 50, Part 2, Appendix C.

You are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A. The responses directed by this

letter are not subject to the clearance procedures of the Office of Management

and Budgets as required by the Paperwork Reduction Act of 1980, PL-96-511.
