ENCLOSURE 1 NOTICE OF VIOLATION System Energy Resources, Inc. Docket No. 50-416 Grand Gulf License No. NPF-29 During the Nuclear Regulatory Commission (NRC) inspection conducted on March 19 - April 15, 1988, violations of NRC requirements were identified. The violations involved a failure to perform a written safety evaluation and an inadequate procedure for procurement. In accordance with t'.e "General Statement of Policy and Procedure for NRC Enforcement Act*]ns," 10 CFR Part 2, ,

Appendix C (1987), the violations are listed below.

• A. 10 CFR 50.59(b)(1) states that the licensee may make changes in ti.'

evaluation to determine that manual operation in lieu of automatic operation of the pot drain valves on the RCIC steam supply pipe line as described in the Final Safety Analysis Report (FSAR) 7.4.1.1.3.4 does not constitute an unreviewed safety question.

This is a Severity Level IV violation (Supplement I).
