50-416 Grand Gulf License No.: NPF-29 During the Nuclear Regulatory Commission (NRC) inspection conducted on 7

September 19 through October 23, 1993, a violation of NRC requirements was identified.

In accordance with the " Gen 2ral Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is s

Technical Specification 6.8.1.c requires that written procedures be established, implemented, and maintained covering the applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, Revision 2.

Regulatory Guide 1.33 recommends that procedures for I

performing maintenance which can affect the performance of safety l

related equipment should be properly preplanned and performed in

accordance with written procedures and documented instructions.

l Administrative Procedure 01-S-07-1, Control of Work on Plant Equipment j

and Facilities, requires that all maintenance work shall be accomplished using written and approved work documents and or work instructions.

Regulatory Commission, Attn: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Grand Gulf Nuclear Station within 30 days of the date of 1

the letter transmitting this Notice. This reply should be clearly marked as a

" Reply to a Notice of Violation" and should include (for each violation):

)

(1) the reason for the violation, or if contested, the basis for disputing the i

violation; (2) the corrective steps that have been taken and the results achieved; (3) the corrective steps that will be taken to avoid further i

violations; and (4) the date when full compliance will be achieved.

If an e

adequate reply is not received within the time specified in this Notice, an order or demand for information may be issued as to why the license should not i

be modified, suspended, or revoked or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
