NPF 29 During an NRC inspection conducted on August 4-22,1997, two violations of NRC requirements were identified, in accordance with the "Generai Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violations are listed below:

A.

Amendment 82 to NRC License No. NPF-29, Grand Gulf Nuclear Station Unit 1-Facility Operating License, Condition 2.C.(41), reauires the licensee to implement and maintain the approved Fire Protection Program as described in the Updated Final Safety Analysis Report.

Grand Gulf Nuclear Station Updated Final Safety Analysis Report, Section 9.5.3.2.3,

" Emergency Lighting System," Revision 10, states, in part, that " Backup de lighting with battery packs are provided for areas essential to the operation of equipment required for safe shutdown as tabulated in Table 9.515 and along access routes between these areas where critical tasks are carried out during emergencies."

' Table 9.515 lists the access routes to the auxiliary building elevation 119 foot electrical switchgear rooms as an area where emergency lighting is provided.

Contrary to the above, on or about the period of January 17 29,1997, the approved fire protection program as described in the Updated Final Safety Analysis Report was not fully implemented. Emergency Light 1T92S222A, an emergency light that was described in the Updated Final Safety Analysis Report approved fire protection program, and provided along the access route to the switchgear rooms, was not capable of performing its function and no compensatory actions had been taken.

10 CFR 50.73,(a)(2)(ii)(B) requires, in part, that a licensee event report be submitted within 30 cays af ter discovery of a condition of the nuclear power plant that is l

outside the design basis of the plant.

Contrary to the above, as of August 22,1997, the licenseo had not submitted a i.

licensee event report for conditions that resulted in the fire protection system being operated outside the design basis of the plant. These conditions included numerous fire protection program violations identified in Quality Systems Audit Report QPA 09.01-97, dated April 14,1997. The audit found that the fire protection program was not being adequately implemented and identified numerous conditions that deviated from the fire protection system design basis described in the Upda' ' Safety Analysis Report.

This is a Severity Level IV violation (Supplement lit 50-416/9718-03).

This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that iiave been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Your response may reference or include previous docketed correspondence, if the correspondence adequately addresses the required response, if an adequate reply is not received within the time specified in this Notica, an order or a Demand for Information may be issued as to why the license should not be modified, l

suspended, or revoked, or v;hy such other action as may be proper should not be taken.
