ENCLOSURE 1 NOTICE OF VIOLATION System Energy Resources, Inc.

Docket Nos. 50-416 Grand Gulf License Nos. NPF-29 During the Nuclear Regulatory Commission (NRC) inspection conducted on November 15 - December 19, 1986, a violation of NRC requirements was identified.

The violation involved procedural adherence.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification 6.8.1.c requires written procedures to be established, implemented and maintained covering test activities of safety related equipment.

Technical Section Procedure 09-S-02-20, Neutron Monitoring System Performance, specifies to complete the correction test on Range 6 at a power level of 50 to 100.

Contrary to the above, on November 30, 1986, licensee personnel conducting the Intermediate Range Monitor 6 to Range 7 correlation test for B channel completed the test at a power level of 20 instead of the specified 50 to 100.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, System Energy Resources, Inc. is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including for each violation: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
