ENCLOSURE 1 NOTICE OF VIOLATION System Energy Resources, Inc.

NPF-29 During the Nuclear Regulatory-Commission (NRC) inspection conducted.on June 15-19, 1987, a violation of NRC requirements was identified. The violation involved failure to provide the required training to two members of the emergency organization.

In accordance with the " General' Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986),

the violation is listed below:

10 CFR 50.54(q) requires that nuclear power reactor licensees follow and maintain in effect emergency plans which meet the requirements of 10 CFR 50, App)endix E and the planning standards of 10 CFR 50.47(b).10 be provided to those who might be called upon to assist in an emergency.

10 CFR 50, Appendix E, Section IV.F requires that specialized initial.and periodic retraining be provided for nine categories of emergency personnel.

i Section 8.2 of the Grand Gulf Emergency Plan states that all personnel j

working at Grand Gulf Nuclear Station and all offsite SERI personnel who

-j are part of the Emergency Organization shall be required to participate in a formal Emergency Plan training prog ram.-

The - specific. training requirements for Emergency Response Personnel are defined in Sections 6.4 and 6.5 of Plant Administrative Procedure No. 01-S-04-21.

Contrary to the above, personnel were assigned to the current on-call list that were not retrained in accordance with the Administrative Procedure (01-S-04-21) that implements the fonnal Emergency Plan training program in that two individuals assigned to the Emergency Organization as Operations Coordinator, had not completed respiratory certification in accordance with the two year retraining requirement.

Furthermore, one of the two individuals had not completed Radiation Worker II decertification in accordance with the annual requirement.

This is a Severity Level IV violation (Supplement VIII).

Pursuant to the provisions of 10 CFR 2.201, System Energy Resources, Inc. is-hereby required to submit to this Office 'within 30 days of the date of the j
