ENCLOSURE 1 NOTICE OF VIOLATION System Energy Resources, Inc.

Docket No. 50-416 Grand Gulf License No. NPF-29 During the Nuclear Regulatory Commission (NRC) inspection conducted on December 19, 1987 - January 15, 1988 a violation of NRC recuirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Technical Specification 4.5.1.c.2.(b) requires at least once per 18 months a channel calibration be performed on Emergency Cooling System (ECCS) header delta pressure instrumentation and verification that the setpoint of the High Pressure Core Spray (HPCS) system, Low Pressure Core Spray (LPCS) system and Low Pressure Coolant Injection (LPCI) subsystems to be

1. 2 0.1 psid change from the normal indicated differential pressure.

Contrary to the above, as of January 14, 1988, the normal indicated differential pressure for the LPCS and LPCI systems had not been determined and ECCS header delta pressure instrumentation had been verified to be 1.210.1 psid from a calulated differential pressure instead of the normal indicated differential pressure.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, System Energy Resources, Inc. is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Grand Gulf, within 30 days of the date of the letter transmittingthisNotice.

This reply should be clearly marked as a "Reply to a Notice of V olation" and should include [for each violation]:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steas which will be taken to avoid further violations, and (5) the date when fd compliance will be achieved.

Where good cause is shown, consiaerat bn will be given to extending the response time.

If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
