ENCLOSURE 1 NOTICE OF VIOLATION Mississippi Power and Light Company Docket No.-50-416 Grand Gulf License No. NPF-29 During the Nuclear Regulatory Commission (NRC) inspection conducted on August 11-15, 1986, violations of NRC requirements were. identified.

The violations involved failures to meet Technical Specification Section 3.7.7 and to report a licensee identified fire protection deviation as required by 10 CFR 50.73.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violations are listed belov:

A.

Technical Specification Section 3.7.7 requires all fire rated assemblies separating safety-related fire areas or separating portions of redundant systems important to safe shutdown within a fire area, and all sealing devices in fire rated assembly penetrations, to be operable at all times.

With one or more of the required fire rated assemblies and or sealing devices inoperative..a continuous fire watch is required to be posted on one side of the affected assembly and/or sealing device or the operability of the fire detectors on at least one side of the inoperative assembly and/or sealing device is to be verified and an hourly fire watch patrol is to be established.

Contrary to the above, based on a review of the computer printouts for the security doors into six (Rooms ID302, OC219, OC220, OC302, OC409 and OC709) of the approximately 80 fire zones or rooms for which a fire watch is j

required due to licensee identified inoperative fire rated assemblies and/or penetration seals, hourly fire watch patrols were not performed each hour during the night shifts (0 to 8 AM) on August 8 and 13,1986. Hourly fire watch patrols were missed for four of the six rooms on August 8 and for five i

of the six rooms on August 8 and for five of the six rooms on August 13.

Also, the time between each hourly patrol frequently exceeded the specified one hour time frame.

This is a Severity Level IV violation (Supplement I).

B.

Technical Specification Section 3.7.6.6 requires the yard hydrants and associated hydrant hose houses listed in Table 3.7.6.6-1 to be operable when i

the equipment in the areas protected by the yard fire hydrants is required to be operable. 10 CFR 50.73(a)(2)(i)(c) requires the licensee to report to the NRC any deviations from the plant's Technical Specifications.

Docket No. 50-416 Grand Gulf License No. NPF-29 Contrary to the above, during a routine surveillance on December 26, 1985, the licensee found valve F053 shut. This valve controls the water supply to fire hydrant D024 which is listed in Table 3.7.6.6.1 as being required to be operable.

The valve was promptly reopened and fire hydrant restored to service. However, this deviation was not reported to the NRC.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Grand Gulf is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (for each violation):

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.

Security or safeguards information -should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
