ENCLOSURE 1 NOTICE OF VIOLATION System Energy Resources, Inc.

Docket No. 50-416 Grand Gulf License No. NPF-29

During the Nuclear Regulatory Commission (NRC) inspection conducted on October 17 - November 13, 1987, a violation of NRC requirements was identified.

The violation involved a failure to follow a procedure.

In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1987), the violation is listed below:

Technical Specification 6.8.1 requires written procedures to be estab-lished and implemented covering activities referenced in Appendix "A" of Regulatory Guide (RG) 1.33. RG 1.33, Appendix "A",

Section 2, includes General Operating Procedures.

Equipment Performance Instruction 04-1-03-A30-01, Cold Weather Protection, implements the requirements of 3G 1.33 Appendix A and requires portable heaters be setup in the breeze-

way between the auxiliary and diesel generator buildings and a covering placed over the grating at both ends of the breezeway.

Contrary to the above, on October 17, 1987.

The cold weather protection procedure had been tigned off as being completed and portable heaters or grating covers had not been installed.

This is a Severity Level V violation (Supplement I).

Purs ant to the provisions of 10 CFR 2.201, System Energy Resources, Inc. is s

hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (for each violation):

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
