ENCLOSURE 1 NOTICE OF VIOLATION System Energy Resources, Inc.

Docket No. 50-416 Grand Gulf License No. NPF-29 During the Nuclear Regulatory Commission (NRC) inspection conducted on January 14, 1989 - February 17,.1989, violations of NRC requirements were identified.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1987), the violation is listed below:

10 CFR 50.59 states that the licensee may make changes in the facility and procedures as described in the FSAR unless the changes involve an unreviewed safety question.

The licensee shall maintain records of changes in the facility made pursuant to 10 CFR 50.59 and these records must include a written safety evaluation which provides the basis for the determination that the change does not involve an unreviewed safety question.

Contrary to the above, the licensee failed to initially perform a written safety evaluation prior to the storage of Ecodex resin in containment. An after the fact evaluation determi ed that Ecodex storage presented a potential seismic hazard to small d:ameter lube oil tubing required for continued operations of one of two drywell purge compressors. The drywell purge system is a sub-system of the combustible gas control system, an Engineered Safety Features System.

This is a Severity Level IV violation (Supplements).

Pursuant to the provisions of 10 CFR 2.201, System Energy Resources, Inc. is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector within 30 days of the date of the letter transmitting this Notice.

This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
