ENCLOSURE NOTICE OF VIOLATION l-System Energy Resources Docket No. 50-416 Grand Gulf License No. NPF-29 l

During the Nuclear Regulatory Commission (NRC) inspectian conducted on July 18 7

- August 21, 1987, a violation of NRC requirements was identified.

The-

. violation involved failure to notify the of a defective communications

. system.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below-10 CFR 50.72(b)(1)(v) requires the NRC be notified as soon as practical,_

t and in all cases within one hour, of any event that results in a major loss of emergency assessment capability, of fsite response capability, 'or communications capability.

The licensee's Emergency Plan, paragraph;

)

7.5.4, defines the institutionally ' located tone activated receivers and sirens as the alert notification portion of the communication system.

Contrary to the above, on August 3,1987, the licensee failed to notify the NRC within one hour of the failure of the Claiborne County sirens and institutionally located tone activated receivers to activate during an alert notification test.

This loss was not reported until August 14, 1987.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Systems Energy Resources, Inc. is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including for each violation:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
