l During the Nuclear Regulatory Commission (NRC) inspection conducted on I

August 20 - September 23,"Gener,al Statement of Policy and Procedure for N 1988 In accordance with the Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

i Contary to the above, the licensee failed to follow Ahinistrative Procedure 01-5-06-1 to evaluate whether opening breaker 52-1P3113 had any I

affect on other equipment and plant operation.

This resulted in a loss of instrument air inside containment and a reactor scram on September 5, 1988.
