Gentlemen:

This refers to the inspection conducted by Messrs. R. 8. Vickrey and R. Evans

of this office during the period July 11-15 and 25-29, and August 8-12, 1988,

of activities authorized by NRC Oper& ting License NPF-76 and Construction

Pennit CPPR-129 for the Snuth Texas Project, Units 1 and 2, and to the

discussion of our findings with Mr. J. T. Westermeier and other members of your

staff at the conclusion of the inspection.

Areas examined during the inspection included operational safety verification,

electrical as-built, electrical components and systems work observations, and

record review. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with '

personnel, and observations by the NRC inspectors. The inspection findings are

documented in the er. closed inspection report.

During this inspection, it was found that certain of your activities appeared

'

to be in violation of NRC requirements. As discussed in our telephone '

.

,

conversation of August 30, 1988 with Mr. W. Kinsey of your staff, we have

'

scheduled an enforcement conference in our office at 9:00 a.m. on September 15,

1988, to discuss your understanding of this apparent violation, the reasons for

occurrence, and your corrective actions. We will also discuss any potential

enforcement options available to the NRC, if appropriate. An agenda for this '

! meeting is enclosed.
