CHANGES TO THE SOUTH TEXAS PROJECT EMERGENCY PLAN, CHANGE NOTICE 18-2

Dear Mr. Cloninger:

This letter acknowledges receipt of your letter dated September 23,1998, which transmitted changes to the South Texas Project Emergency Plan, Section G, Table G-3, Emergency Response Facilities Data Acquisition and Display System, Change Notice 18-2, under the provisions of 10 CFR Part 50, Appendix E, Section V.

Based on your determination that the changes do not decrease the effectiveness of your emergency plan and that it continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50, NRC approvalis not required. We did not identify any violations of 10 CFR 50.54(q) during our review. Implementation of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your emergency plan.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
