Dear Mr. Cottle:
m This letter is in reference to an investigation conducted by the NRC Office of Investigations (01) regarding activities at the South Texas Project (STP). The 01 investigation was initiated in response to alleged employment discrimination for initiating a condition report to document unauthorized work practices.
Based on the evidence developed during the investigation, including testimony and document reviews, the allegation was not substantiated. The NRC plans no further action regarding this investigation and considers this case closed. Enclosed for your reference and information is a copy of the synopsis from 014-1999-023.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the enclosure will be placed in the NRC Public Document Room.

Commission (NRC),' Office of Investigations (OI), Region IV (RIV),
i on May ll, 1999, to detennine if three Instrument and Control (I&C)-technicians employed at the South Texas Project Nuclear Operating Company's South Texas Project (STP) were the subject of employment discrimination by management for initiating a condition report to document unauthorized work practices.
Based on a review of the testimony and documentary evidence developed during the investigation and coordination with the Regional Counsel and RIV technical staff, the allegation that three I&C-technicians at STP were the subject of employment discrimination by management for initiating a' condition report to document unauthorized work practices was not substantiated.
