SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORT 50-498/88-46; 50-499/88-46)

This refers to the inspection conducted during the period July 11-15 and 25-29, and August 8-12, 1988, at the South Texas Project Units 1 and As described in hRC Inspection Report 50-498/88 46; 50-499/88-46, the failure of your maintenance staff to replace E1011 battery room duct heater panel bolts following completion of a maintenance work request appeared to be in violation of NRC requirement Consequently, an enforcement conference was conducted by telecon on September 30, 1988, to discuss this issue as well as another apparent violation concerning inadequate firewatches which is under review and will be addressed in a separate letter. The subject of the failure to properly complete maintenance work requests is addressed in the attached Notice of Violatio The NRC was ariginally concerned that failure to properly complete the maintenance work request could have made a station bcttery susceptible to damage in the event of a seismic event. Your analysis subsequently showed that the hinges on the battery raom duct heater panel door provided adequate seismic support. However, this event demonstrates the importance of restoring conditions to normal following completion of maintenance work requests. Your corrective actions should assure generic aspects of this violation are properly addresse You are required to respond to this violation, in writing, in accordance with the provisions of Section 2.201 of the NRC's "Rules of Practice," Part 2 Title 10, Code of Federal Regulations.
