This refers to the inspection conducted by Mr. A. B. Earnest of this office and

Ms. O. M. Masnyk of the Region II office during the period of June 4-8, 1990,

of activities authorized by NRC Operating Licenses NPF-76 and NPF-80 (Units 1

arid 2). for the South Texas Project, and to the discussion of our findings with

nembers of your staff at the conclusion of the inspection.

The itispection reviewed certain areas of your physical security program.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the inspectors. The inspection findings are documented in the

enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

-the violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter. The violation involves vehicle

access control within the protected area. One asp e t of the violation is a

'

re9 eat of a violation from 1989. Attention should be focused on this probleni

area as your previous corrective action was not entirely effective.

The unresolved item discussed in paragraph 3.e of the enclosed report refers to

security training records that were not available for the inspectors to audit

during the inspection.

During this inspection we reviewed the false and nuisance alarm rate of the

Unit 1 perimeter detection system. -Your staff discussed this issue at a

meeting with us on August 8, 1990, in Rockville,-Maryland, The office of

Nuclear Reactor Regulation will handle this as a licensing issue.

We have also examined actions you have taken with regard to previously

. identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.
