SUBJECT: RESPONSE TO NRC INSPECTION REPORT 50-498/99-04:50-499/99-04
Thank you for your letter of April 14,1999, in response to our March 24,1999, letter and
inspection report confirming your commitment as stated in the February 25,1999, exit meeting.
The commitment stated was that STP Nuclear Operating Company will include the requirement

to count as a Maintenance Rule functional failure any instance where a high-risk system (or one
of its trains) that does not have availability performance criteria is taken out-of-service (not
performing its risk-significant function) while at power for corrective maintenance, or any
instance when its technical specification allowed outage time is exceeded, and that this will
apply even if no Maintenance Rule function had been lost prior to taking the system out-of-
service.
