This refers to the inspection conducted by Messrs. I. Barnes and W. M. McNeil1~

.of this office during the period. August 21-25 1989, of activities authorized . .

by NRC Operating. Licenses' NPF-76 and NPF-80 for South Texas Project, and to. the

discussion of our findings with you and other members of your staff at the

conclusion of the inspection.

l The areas examined during the inspection included steam generator primary '

l- manway bolting removal problems and inservice inspection activities. Within

these areas, the inspection consisted of selective examination of procedures

L and representative records, interviews with personnel, and observations by the  ;

inspectors. The inspection findings are documented in the enclosed-inspection i

report.

During this inspection, it was found that certain of your activities were in 1

violation of NRC requirements.- However, in accordance with Section V.A'. of  !

the NRC's Enforcement Policy, no citation is being issued for the violation  !

described in Paragraph 3 of the enclosed inspection report. j
