STAFF REVIEW 0F HOUSTON LIGHTING & POWER COMPANY RESPONSE TO GENERIC LETTER 88-17, LOSS OF DECAY HEAT REMOVAL (DHR)

(TAC NOS. 69778 AND 69779)

By letters dated January 17,1989 (ST-HL- AE-2936), August 3,1989 (ST-HL- AE-3097),

and March 9, 1990 (ST-HL-AE-3398), Houston Lighting & Power Company (HL&P) responded to the subject Generic Letter (GL) 88-17. In those letters, HL&P described both "

" expeditious actions" (short-term) and " programmed enhancements" (long-term).

The' staff, after reviewing-the submittals, concluded that the actions proposed met the intent of GL 88-17.

Review of the implementation of the actions was accomplished through staff inspections, the results of which were reported in Inspection Reports (irs) 50-498/89-14 and 50-499/89-14, and 50-498/90-17 and 50-499/90-17. In IR,50-498/90-17 and 50-499/90-17, the staff stated that the actions taken by HL&P' satisfied the intent of GL 88-17. The DHR performance monitoring instrumentation was diverse with a high level of redundancy. Also, it was noted that because of the three-train design and other unique design considerations, the equipment.available to prevent and, if necessary, respond to a loss of DHR was above average. It was-also noted that while the procedures and administrative controls were _ comprehensive and functional, they did require updating. Our understanding is that the updating was completed in September of this year.

No~v olations or deviations were identified during the inspections.

Baser on the technical review and the inspections, we conclude that HL&P.has incoroorated changes at the South, Texas Project consistent with the intent of  ;

GL 88c17. No further review of this issue -is planned.
