Gentlemen:

This acknowledges the receipt of your letter dated May 16, 1990, by which you transmitted Revision 16 to the South Texas Project Physical Security Plan.  !

The regional security staff have reviewed Revision 16 and determined that most ,

of the changes are consistent with the provisions of 10 CFR 50.54(p). Portions  !

of Revision 16 are administrative in nature and do not reduce the plan ,

effectiveness. Other portions of Revision 16 to the plan that reference chain .

of command of.the security organization, training and qualification responsibilities, and access control requirements were reviewed in detail and determined not to reduce the effectiveness of the plan. Accordingly, those changes are acceptable for inc;usion into the plan. -

However, as indicated in the attachment to thit, letter, one portion of Revision 16 decreases plan effectiveness and is, therefore, inconsistent with the provisions of 10 CFR 50.54(p). Accordingly, you are to follow your previously approved plan in regard to this item. Please resubmit a corrected plan in order to maintain continuity. Should you wish to pursue changing the .

ohysical security plan with respect to the change set forth in the attachment, you should resubmit under the provisions of 10 CFR 50.90.

The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
