This letter is in reference to an investigation conducted by the NRC Office of Investigations (01) regarding activities at the South Texas Project (STP). The 01 investigation was initiated in response to an alleged employment Jiscrimination complaint.

Based on the evidence developed during the investigation, including testimony and document reviews, the allegation was not substantiated. The NRC plans no further action regarding this

investigation and considers this case closed. Enclosed for your reference and information is a copy of the synopsis from Ol 4-1999-009.

. SYNOPSIS This investigation was initiated on February 24, 1999, by the Nuclear Regulatory Commission (NRC), Office of Investigations

(OI), Region IV (RIV), to determine whether a former maintenance I

specialist at the South Texas Project Nuclear Operating Company I

(STPNOC), South Texas Project (STP), was discriminated against by management for reporting safety concerns.

Based on the evidence developed, testimony and document reviews, coordination with the Regional Counsel and the RIV technical staff, the allegation that a former maintenance specialist at STP was discriminated against by management for reporting safety concerns was not substantiated.
