Dear Mr. Goldberg:

SUBJECT:

LICENSED OPERATOR REQUALIFICATION PROGRAM, SOUTH TEXAS PROJECT, UNITS 1 AND 2 (TAC NOS. 68498 AND 68497)

By letters dated December 8, 1987 and April 4, 1988, Houston Lighting & Power (HL&P) submitted Revision I to the South Texas Project Electric Generating Station (STPEGS) Licensed Operator Requalification Program for NRC review and approval. HL&P stated that the changes to the program were necessary to ensure that it would reflect the revision to 10 CFR Part 55.

The staff has completed its review and finds that Revision 1 to the STPEGS Licensed Operator Requalification Program meets the criteria of 10 CFR 50.59.

HL&P should also note that at such time as its licensed operator training program receives full accreditation, there is another option available for approval of program revisions. The revised rule, as stated in Generic Letter 87-07, "information Transmittal of Final Rulemaking for Revisions to Operator Licensing - 10 CFR 55 and Conforming Amendments," permits licensees to certify that the training program is both accredited and based on a systems approach to training. This is offered as an alternative to submitting the program for staff review.
