Technical Specification 6.8.1 requires that, ' Written procedures shall l* be established, impicnented, and maintained covering...* a specified list of safety related activitie ; Two instances were observed in which licensee personnel had failed to l follow procedures of a type included in the above list that had been 1 established in accordance with the above requirement . South Texas Project Procedure OPCP03.ZI.0008, Revision 2, " Control of Expendable Materials," establishes the allowable materials for ' use in safety related applications by referencing the .iouth Texas l Project Expendable Materials Manual. ~ ction 6. Specifination 2, of the manual requires that Polyken, No. 226, be the only 09pe-allowed for use on stainless stee , Contrary to the above, while performing Maintenance Work Request 81709, " Rebuild / Inspect Cartridge Seal Prom RCP2A," during this inspection, the inspector observed the use of Nashua duct tape on the stainless steel seal internals of the reactor coolant pump, which are a part of the pressure boundary, i South Texas Project Procedure OPCP03 ZO 0034, Revision 1, " Bulk > Drum and Gas Bottle control," specifies the acceptable methods and  ! storage conditions for bulk drums and gas cylinder Contrary to the above, on or about February 13, 1990, the inspector observed compressed gas cylinders which were e:L t adequately restrained in a diesel generato. .... and the. I Corrective Actions Taken and Results Achieved The following actions were taken: l Chemical Operations 6 Analysis (C0&A) sent sample rolls of Nashua 357 tape to an offsite laboratory for contaminant analysis. Sample rolls were obt- ned from material previously placed on hold. Results of this offsite analysis verified that the sample rolls provided met the expendable materials ; specification for chloride, sulfur and halogen conten t
