On November 21, 1989,-the NRC staff issued Bulletin 39-03 " Potential. Loss of. 1 Required Shutdown Margin During Refueling Operations." The bulletin requested -i that all PWR licensees and PWR construction permit holdersttake the actions-described in the-bulletin-to_ensureithat an adequate: shutdown margin:is1 main-
