PUMP AND VALVE INSERVICE TEST (IST) PLAN, REVISION 2, SOUTH I TEXAS PROJECT, UNIT 2 (TAC NO. 76174)
By letter dated January 22, 1990 (ST-HL-AE-3345) Houston Lighting and Power '
Company (HL&P) submitted the subject plan. In the lotter, HL&P stated that i the plan was the same as the Unit 1 IST plan with the exception of the stroke time criteria, which though absent for the Unit 1 plan were included in Revision 2 to the Unit 2 IST plan.
The staff reviuwed the Unit 1 IST plan and found the relief requests accept-able. The results of the review were reported in Supplement No. 5 (SSER 5) to the Safety Evaluation Report related to the operation of South Texas Project, Units 1 and 2 NUREG-0781. Similarly, the staff acceptance of the relief. l requests in the Unit 2 IST plan, subject to timely resolution of the stroke time i criteria..is reported in SSER 6 to NUREG-0781. HL&P has addressed this issue in l the subject plan. While the staff finds this acceptable, the stroke tir.e criteria need not be documented in the plan itself, if it is included elsewhere in proce- 1 dures. With this approach, changes in stroke time criteria would not require i revisions to the IST plan. Our program review is complete. However, the program.

, and implementation documentation should remain available onsite in the envent that
.an implementation inspection is conducted. Any revisions to the IST plans should be provided to the NRC.
