PROGRAM, REllEF REQUEST RR-ENG-2-5 (TAC NOS. MA5462 AND MA5463)
Dear Mr. Cottle:
By letter dated May 17,1999, STP Nuclear Operating Company (STPNOC) submitted the -
4 subject request for relief from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, requirement to perform a VT-1 visual examination on the j
accessible surfaces of the reactor pressure vessel flange inserts (buchings). As an alternative to the visud examination, STPNOC proposed to perform a straight beam ultrasonic examination from the top surface of each insert (36 per unit).
The Nuclear Regulatory Commission (NRC) staff has reviewed the request and finds that STPNOC's proposed alternative provides an acceptable level of quality and safety, and is therefore authorized pursuant to 10 CFR 50.55a(a)l t)(i) for the second inservice inspection interval.- The staff's safety evaluation is enclosed.
