SOUTH TEXAS PROJECT, UNIT 2 (STP) - FIRST 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN REQUEST FOR RELIEF RR-ENG-30 (TAC NO. MA4990)

Dear Mr. Cottle:

By letter dated March 15,1999, STP Nuclear Operating Company (STPNOC) submitted Request for Relief RR-ENG-30, seeking relief from ASME Boiler and Pressure Vessel (B&PV)

Code,Section XI, nondestructive examination (NDE) requirements applicable to STP Unit 2 steam generator welds and other examination areas. The request stated that performance of required examinations would constitute a hardship without a compensating increase in the level of quality and safety.

The Nuclear Regulatory Commission staff has evaluated the information provided and concludes that compliance with the Section XI examination requirements for the specified steam generator welds and other examination areas are a hardship without a compensating increase in the level of quality and safety. Further, the staff concludes that previous NDE weld examination and other inservice inspection tests provide reasonable assurance of structural integrity of the subject welds. Accordingly, the proposed alternative contained in Request for Relief RR-ENG ~30 is authorized pursuant to 10 CFR 50.55a(a)(3)(ii). Our related Safety Evaluation is enclosed.
