Dear Mr. Cottle:

This refers to the meeting conducted in the Region IV office on September 14,1999. This meeting was requested by your staff to introduce the new management organization to Region IV and to discuss general plant performance and management challenges.

The meeting was beneficialin providing us with an understanding of the proposed reorganization of STP Nuclear Operating Company's management, as well as your perception  ;

of your organization's performance. Also discussed were the areas of plant operations where l improvements had been noted and where significant challenges remain. Areas identified where '

improvement had been noted included clearance orders, radiation protection, operator training, and risk management. Areas that you felt needed more attention included balance-of-plant  ;

, challenges to plant operation, industrial safety, design package errors, access authorization, j l and overall human performance.
