By letter dated. September 14, 1990, Houston Lighting & Power Company (HL&P) submitted _to the NRC a proposed revision to the examination schedule for Class 1 nozzles ^at the South Texas Project, Units 1 and 2.- The proposed revision

. I 8 Mr. Donald P. Hall -2 November 6, 1990 As part of the basis for rescheduling the nozzle examinations, HL&P referenced ASME Code Interpretation No. XI-1-86-74. This Interpretation allows examinations to be scheduled by categories rather than item numbers. Although this interpretation is not the basis for the staff's conclusion that HL&P is in compliance with the Code in rescheduling the nozzle examinations, the ASME Section XI Code Interpretation No. XI-1-86-74 that allows examinations to be scheduled by category rather than item numbers within the category cannot be applied generically to all categories as it implies. If so done, the sample of components chosen for examination might not be representative of components subjected to different inservice operating and environmental conditions, thereby defeating the efficacy of the inservice inspect %a pegram to detect inservice flaws and failures.
