) This refers to the routine resident safety inspection by Messrs. W. Bateman

i and J. Wechselberger from October 21 - December 1, 1985, at the Oyster Creek

i Nuclear Generating Station. The inspection consisted of document reviews,

.

interviews, and observations of activities as documented in the enclosed .

!

inspection report. The findings were discussed with you and members of your

staff at the conclusion of the inspection.

Apparent violations of NRC requirements are cited in Appendix A and

j categorized under the NRC Enforcement Policy 10 CFR 2 Appendix C (49 FR 8583,

4 March 8, 1984). A reply is required and should be prepared in accordance with

l Appendix A.

Improvements in the overall performance of the October 18 . November 18, 1985

s outage, as compared to previous outages, were noted. However, the relatively

-

large number of violations identified within the limited sample of outage activ-

ities inspected by NRC, combined with the fact that the areas inspected were

i critical path related and therefore received extensive licensee planning effort,

indicates there still remain problem areas that require your continued attention.

.: These areas, in part, were brought to your attention in the recent SALP and

are further examples of concerns discussed with you at that time. We note

, that your SALP response dated December 5, 1985, discusses improvements that

1

you have underway in these areas which we will be reviewing'during subsequent ,

j inspections.

As noted in Detail 6 of the report, we acknowledge receipt of your November 7,

i

1985 response to the two violations cited in inspection report 85-23. Your

corrective actions will be verified in a future inspection. ,
