The following violation was identified durino an inspection conducted on October 11 - November 15, 1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Technical Specification (TS) 6.8.1 requires written procedures be estab-lished, implemented, and maintained covering surveillance of safety related equipment. TS 6.5.3.1.a requires each procedure change to procedures required by TS 6.8 be prepared, reviewed, and approved. These requirements are incorporated by Administrative Procedure ( AP) 01-S-02-2, Control and Distribution of the GGNS Opera', ons Manual. Paragraph 6.3 of AP 01-S-07.-2 defines the methods to be followed when changing procedures.

4 Contrary to the above, Technical Section Instruction 09-S-08-2, Local Leak Rate Test ValV3 Alignment, paragraph 6.3 states "This instruction does not require revision whenever valve lineup tables or sketches or the P&ID's on which they are based are revised."

This is a Severity Level IV violation (Supplement 7).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statemrnt or explanation in reply, including: (1) adniission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full cc.npliance will be' achieved.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
