SUBJECT: NRC RESIDENT INSPECTION REPORT 50-010:237:249/97004(DRP)

Dear Mr. Perry:

This refers to the inspection conducted from January 25 through March 7,1997, at the l

Dresden Nuclear facility. The purpose of the inspection was to determine whether 3

activities authorized by the license were conducted safely and in accordance with NRC j

requirements. During this period, routine resident inspections, augmented with regional l

personnel and with residents from other sites, were performed. At the conclusion of the  ;

inspection, the findings were discussed with those members of your staff identified in the i

enclosed report.

During this inspection period your staff, concurrent with the NRC, identified several

performance issues in operations. Your staff's recognition of these issues and the steps

taken to reinforce operational standards were indicative of a sound self-assessment

process. The effectiveness of your staff's corrective actions will be assessed by the NRC

in future inspections.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR). i

/s/ Jams L. Caldwell

NOTICE OF VIOLATION

l

Dear Mr. Perry:

This refers to the inspection conducted from January 25 through March 7,1997, at the j

Dresden Nuclear facility. The purpose of the inspection was to determine whether '

activities authorized by the license were corducted safely and in accordance with NRC

requirements. During this period, routine resident inspections, augmented with regional

personnel and with residents from other sites, were performed. At the conclusion of the

inspection, the findings were discussed with those members of your staff identified in the

enclosed report.

During this inspection your staff, concurrent with the NRC, identified events and issues

that were indicators of a change from the previously observed performance. Your staff's

recognition of this declining performance and the steps taken to reinforce operational

standards was indicative of a sound self assessment process. The effectiveness of your

staff's corrective actions to reverse this declining trend will be assessed by the NRC in

future inspections.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR).

Sincerely,

/s/ J. A. Grobe
